Public Affairs Specialist - PACT Act

Summary The Public Affairs Specialist will serve under the direction of the Public Affairs Officer for the VA Capitol Health Care Network - VISN 5.
The primary purpose of the position is to increase internal and external awareness of VA programs, services, special events and projects, technologies, personnel and research accomplishments.
Responsibilities The Public Affairs Specialist is responsible for promoting and coaching outreach in the VA Medical Centers, sharing best practices, planning and conducting a comprehensive outreach program, developing outreach plans, and generating events in partnership with the VA Medical Center Public Affairs Officers for internal and external stakeholders.
Major duties of the position include but are not limited to:
Establishing and maintaining proactive contacts with media outlets, legislative offices, veteran service organizations, health care affiliates and community partners; Advising senior management on development of outreach campaigns, communication plans and strategies; Serving as a content manager of VA Medical Center's Internet and Intranet; Serving as the agency spokesperson in the absence of the Public Affairs Officer; Executing special events, coordinating high profile visits and supporting outreach to veterans not enrolled in the VA health care system; Evaluating the efficiency and effectiveness of the public information programs; and Other duties as assigned.

Time in grade is required for current federal employees Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Designing and implementing strategic communication and outreach plans for the Veterans Health Administration; Serving as a agency spokesperson to include responding orally and in writing to questions or criticisms of the agency's activities or policies; Developing various forms of media for print and broadcast in compliance with agency policy and regulations.
Planning and implementing special events, ceremonies, open houses, and other activities for the purpose of generating awareness of and interest in the mission of the VA; and Preparing briefing packages and slide presentations to senior leadership, congressional staff, and other various internal and external customers.

Physical Requirements:
Work is generally sedentary with walking required during visits and tours of Medical Centers.
Flexibility is required to accommodate events and activities occurring in other than normal duty hours.
Mobility s required in terms of staging and assisting staff with equipment and other required materials.
Work Environment:
Work is performed in an administrative office setting, which is adequately lighted, heated, ventilated and climate controlled.
However, work does occasionally require incumbent to be outdoors, as for special events or as escort for media crews.
Coordination and participation in meetings and other community relations activities requires presence in a variety of inhouse and off-station areas and facilities.
The incumbent' has access to office automation and computer equipment.

Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave:
