Mission Statement
On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions. DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program. We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Department of Defense (DoD) components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. This position is located in the Operations and Administration Division, within the Center for Development of Security Excellence (CDSE) and reports to the Operations and Administration Manager in Linthicum, Maryland.
As aAdministrative Support Specialist you will be responsible for the following duties:
Facilitates tasks and procedures that ensure CSDE Operations and Administation functions are carreid out as effectively and effeciently as possible.
Examines request documents for propriety of accounting data, to include accounting classifications, job orders and ascertains the availability of funds.
Serves as organization's liason responsible for responding to inquiries from budget and project officiers regarding award dates and procedures for extending expiring funds and unliquidated balances.
Reviews manual and automated records in order to determine whether funds have been obligated, modified or cancelled, and follows up on overlong commitments.
Prepares Temporary Duty (TDY) cost estimates, analyzes and audit travel reimbursement voucher for accurarcy and propriety and screens and verifies receipts.
Serves as contracting officers representatives for contracts supporting organization
Facilitates records management, identifying requirements and ensuring the organization adheres to policies and procedures.

You must have Specialized Experience equivalent to the GS/GG-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience required for this position is:

coordinates and facilitates administrative and operational services in support of the organization's mission to facilitate the delivery of security education and training products, encompasses timekeeper administration, financial management, contract administration, personnel and staffing support; facilities support, records management support, security services support, performance measures tracking and reporting, supply/logistics organization, property control, safety officer functions; Defense Travel System support and assisting with the facilitation of CDSE tasking actions and inquiries.
Specifically you will be evaluated on the following competencies:
1. Knowledge of a variety of administrative functions, princples, theories, concepts, practices, and techniques
2. Knowledge of DOD acquisition process, contract procedures and budget and expenditure tracking
3. Knowledge regarding the preparation and coordination of staff action packages and records management.
4. Ability to communicate orally and in writing
5. Knowledge of policies related to accounting, travel, procurement and related administrative operations
Substitution of education may not be used in lieu of specialized experience for this grade level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
