Contract Administrator 3

Northrop Grumman Mission Systems Sector Business Management Group- Contracts and Pricing Business Division seeks a Contracts Administrator 3 (with an active Top Secret Clearance) to join its team. This position supports a program within the Advanced Strike and Mission Enablers Business Division.
The Contract Administrator 3 will act as the primary interface with customers and business partners in conducting proposal preparation, contract negotiation and contract administration.
Specifically, this position performs the following work responsibilities:
Supports pre- and post-award efforts
Advises on contractual and business related issues
Identifies and mitigates against risks
Negotiates favorable contract terms and conditions
Plans and executes successful negotiations
Collaborates across functions to assist the business area in achieving its strategic financial objectives.
Liaises with the customers, providing proper contract acquisition and fulfillment in accordance U.S. government
regulations, company policies, legal requirements and customer specifications
Provides proposal strategy and coordination- non-disclosure, teaming, and bailment agreements
Performs contract negotiations, contract administration and change management
Protects proprietary information and maintains official records
Compiles and analyzes data for key NGMS performance metrics.
This position requires a thorough understanding of the FAR, DFARS, commercial terms and conditions, and the ability to negotiate all types of USG and commercial contractual agreements. This position will support contract acquisition and fulfillment in accordance with company policies and procedures, legal requirements and customer specifications. The Contract Representative must be cognizant of contractual rights and obligations and must be able to compile and analyze data and ensure the team maintains all pertinent contractual records.
Basic Qualifications:
Qualified candidates must possess a minimum of 6 years (Band 3) related work experience (contracts or contracts related field) with a Bachelor's degree or 4 years' related work experience with a Master's degree or J.D.
College degree field of study should be in Business, Contracts, Finance or related field.
Candidates must possess an active and current TS/SCI government security clearance per business requirements.
Success in handling complex contracts with minimal supervision.
Demonstrated ability to develop solutions to problems utilizing proactive concepts, techniques, and standards.
Strong working knowledge of acquisition regulations
Experience with all contract types including firm fixed price, cost type, and time and material contracts
Must possess leadership qualities with the ability to provide sound advice on a wide range of contractual and business
related matters.
Must possess demonstrated professional working experience and knowledge of all contract budget types
Possess a strong understanding of acquisition regulations
Must have demonstrated proficiency and strength with verbal, written, PC, presentation and communications skills.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
