VISN Prosthetic Representative (NTE 120 Day Detail)

The successful candidate will report to the VISN 5 Deputy Chief Medical Officer and be responsible for the following duties:
Manages VISN Prosthetic program initiatives and identifies potential and real-time compliance issues, coordinates corrective action, and effects changes and improvements, as necessary. Disseminates, coordinates, completes, and submits various high-level reports representing the quality of care provided in the Network. Provides oversight of the VISN 5 medical centers in completion of recommendations or deficiencies identified through regulatory and/or continuous readiness agencies including The Joint Commission (TJC), Office of Inspector General (OIG), and Office of the Medical Inspector (OMI), etc., including site visits, as necessary for Prosthetic Service. Assist medical centers with comprehensive written action plans from report of findings as well as review and provide feedback on proposed plans. Performs research and fact-finding for a variety of projects, including analysis, trend identification, and preliminary recommendations based on findings. Creates, reviews, edits and routes a wide range of documents related to Prosthetics. Provides support to the Chief Medical Officer, Deputy Chief Medical Officer, Patient Centered Care Coordinator, the facility Prosthetic Chief and the Medical Center Leadership. The incumbent performs contract management for VISN Wide contracts. Ensures that correct managerial practices and procedures are used within the Prosthetics Program to include but not limited to budget, consult management and national VHA PSAS contract compliance. Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields:
occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. See VA Directive and Handbook 5019. English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:
GS-14 Veteran Integrated Service Network Prosthetic Representative (a) Experience. At least one year of experience equivalent to the GS-13 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to build and maintain partnerships with VISN, facility, and VACO Leadership and Veteran Service Organizations. 2. Skill in persuading others and gaining cooperation to accomplish goals. 3. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 4. Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to develop and implement operational programs. 5. Ability to conduct regional level reviews of Prosthetic and Sensory Aids Service. References:

Work requires regular and recurring physical exertion in standing, bending, kneeling, reaching, gripping, and walking. Sitting is required in meetings and for conducting administrative work. Work may require physical health, normal use of arms and legs, and good visual and auditory acuity.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
